Title I Compliance Information
Commonwealth Connections Academy is Title I compliant. The school prepares an annual report in accordance with state regulation. A copy of the report may be obtained by contacting the school principal. The school also provides a CCA school report card in coordination with the Pennsylvania Department of Education. Title I FAQs
What is Title I?
Title I is authorized by the No Child Left Behind Act of 2001, which is the largest federally funded educational program. The purpose of this title is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments. This program authorized by Congress, provides supplemental funds to school districts. Title I also provides funding for professional development to support achievement and maintain a highly qualified teaching staff.
How do schools qualify to receive Title I funds?
More than 90% of school systems in the United States receive some sort of Title I funding. Schools qualify based on the number of low-income families in each district. Title I money is used to supplement and improve regular education programs.
What is a School-wide Title I program?
CCA operates a Title I Schoolwide Program. Schools with poverty rates of 40% or higher are eligible to implement a school-wide program. The purpose of a school-wide program is to improve student achievement throughout the entire school. Individual students are not identified as eligible to participate. Rather, every child will benefit from the added services and programs that a school-wide Title I plan can offer. All school staff focus on upgrading the entire educational program and improving the achievement of all students, particularly those who are low-achieving. In addition, a school improvement plan must be developed and implemented with the involvement of parents, teachers, principals, and administrators. Essentially, a school-wide program helps a school do more for all of its students.
What Role Do Parents Play?
Parental involvement is a critical component of Title I legislation. Schools receiving Title I funding are obligated to implement programs, activities, and procedures for the involvement of parents in school-related programs. Schools may also provide opportunities for parents to increase their knowledge and skills related to their children’s education. Such programs, activities, and procedures must be planned and implemented after meaningful consultation with parents of participating children.
How Are Schools Held Accountable?
Schools receiving Title I funds are evaluated each year by administrators, teachers, and parents using state and local assessments to determine if the school has made Adequate Yearly Progress. Supplemental Education Services
What is SES?
SES is free, academic tutoring in Reading/Language Arts, Mathematics, Science and Social Studies that is provided beyond the normal school day and is of high quality; research based and specifically designed to increase academic achievement of students in schools in need of improvement.
Which students are eligible for SES?
Students qualify for SES if he/she participates in the Free or Reduced Lunch Program and attends a Title I school in School Improvement II or higher. If requests for SES exceed available Title I funding, priority will be given to the lowest achieving students. Click here for the SES Tutoring Registration Form.
What are CCA’s responsibilities in implementing SES?
- Notify parents about availability of services
- Help parents choose a provider, if requested
- Determine which students are eligible
- Enter into an agreement with the selected providers
- Assist the state in identifying potential providers
- Protect the privacy of students who receive SES

Commonwealth Connections Academy Student Eligibility and Participation in Supplemental Education Services (SES):
- In 2010–11, 2,369 students were eligible, and 80 participated.
- In 2011–12, 3,333 students were eligible, and 111 participated.
