McKinney-Vento Homeless Assistance Act

The McKinney-Vento Homeless Education Assistance Improvements Act of 2001 ensures educational rights and protections for children, youth, and families experiencing homelessness by removing barriers to school enrollment and daily participation in school activities. Under this act, various living situations may be considered homelessness and may qualify the child, youth, or family for certain services. To learn more about services in North Carolina, view the parent information on the National Center for Homeless Education (NCHE) Program website.

NC Connections Dispute Resolution Process

Parents have the right to dispute the determination made by the school’s McKinney Vento Liaison. If a parent desires to appeal the decision, the disputer should be provided this Dispute Resolution Process, as well as the Rights and Services Under the McKinney-Vento Act handout.

All appeals are to be made in writing via email to:

Terri Smith
tesmith@nc.connectionsacademy.org

or, by US Mail:

600 Park Offices Drive
Durham NC 27713

using the dispute resolution form. If a verbal appeal is necessary, please contact the main office at (910)-912-5519.

Once a dispute is submitted, the School Leadership Team will review the dispute and make a decision based on findings.

If the complainant is dissatisfied with the decision of the school leadership team, he or she may file an oral or written appeal to the State coordinator for homeless education within five days of the decision by the School Leadership Team. The State Coordinator will issue a final decision on the complaint. The appeal must include:

the relationship or connection of the person to the child in question;
the name of the school system and the school in question;
the federal requirement alleged to have been violated;
how the requirement is alleged to have been violated; and
the resolution the person is seeking.
